Erlang/OTP 28.2, Elixir 1.19, Ejabberd 25.10

I brought in the changes from #54718, bumped Erlang to latest and resolved the update of Elixir + rebased with master, hope that's okay @icp1994.

• I built this PR locally for my native architecture, (x86_64-glibc)

Downgraded Erlang to 28.2 since there seems to be a change in the regex module and thus breaking the tests in Elixir. Confirmed that the test suite works locally with the combination Elixir 1.19.4 and Erlang 28.2.

During the previous CI runs this errored up in i686-glibc:
