DOC-5456: Update references to deprecated DataStax properties

This PR updates and removes various links and references to deprecated DataStax properties:

footer.hbs:

• Updated home page link to IBM
• Updated privacy policy and terms links to IBM's
• Removed links to Discord, LinkedIn, and X.
• Replaced phone number and email address with link to https://www.ibm.com/contact/global

head-meta.hbs:

• Switched to IBM favicon
• Took a pretty wild stab at updating Open Graph config.

secondary-nav.adoc (left hand nav):

• Updated home page link to IBM

This PR also adds syntax highlighting support for the INI and TOML languages.

@colegoldsmith I hope I didn't create a headache in head-meta.hbs; there was a lot going on in there. Also, I changed some of the Segment track event names. Will that be a problem?
