This PR adds a new DITA map (quantstruct-error-codes.ditamap) and stub topics for the Quantstruct Admin Guide: Error Codes documentation. The following files are included:
Each stub topic matches a section from the error codes admin guide and is referenced in the DITA map for future expansion.
