Update Docker version support statement

Description

In the README > Supported Docker versions:

• recommend Docker Desktop not older than 6 months - in line with the information on https://docs.docker.com/support

• for Docker Engine refer to the release notes https://docs.docker.com/engine/release-notes/ - since there doesn't seem to be any specific version advice that can be given at the moment.

Motivation and Context

The README > Supported Docker versions document section currently refers to support "on Docker version 1.9.1". This is an obsolete statement that was last updated 10 years ago.
