This isn’t failing because of a simple dependency skew anymore. The Cilium 1.19.x upgrade removes the older BGP API/resources that our implementation still uses.

The current code path in cloud/linode/cilium_loadbalancers.go still depends on the older cilium.io/v2alpha1 BGP model, including:

• CiliumBGPPeeringPolicy
• CiliumBGPVirtualRouter
• CiliumBGPNeighbor
• CiliumBGPPathAttributes
• CiliumBGPPeeringPolicies() from the typed client

In Cilium 1.19.x, that older BGP policy model was removed and replaced by newer BGP resources, mainly:

• CiliumBGPClusterConfig
• CiliumBGPPeerConfig
• CiliumBGPAdvertisement
• CiliumBGPNodeConfigOverride

So this PR is blocked by an upstream API/model change in Cilium’s BGP configuration, not just by a version bump. This will likely be a fairly involved migration because both our implementation and our existing test coverage still assume the old CiliumBGPPeeringPolicy-based flow.
