feat: Refactor EventsCompactionConfig to require a summarizer
This change makes the BaseEventSummarizer a mandatory part of the EventsCompactionConfig, removing the Optional wrapper. Consequently, the Runner no longer attempts to create a default LlmEventSummarizer if one is not provided in the config. Callers must now explicitly supply a summarizer when enabling event compaction.
