Goal: Split umbrella PR #2371 into additional rule-specific PRs.

Already done:

• PR Port template-no-log rule from PR #2371 #2381 (template-no-log) is merged.

Critical constraint:

• We decided NOT to bring forward strict-gjs / strict-gts configs. Do not add them, do not mention them in README/config lists, do not add badges for them.

Create 5 separate PRs, EACH containing exactly one lint rule’s implementation + tests + docs (and any minimal shared utilities strictly required for that rule).

Rules to extract (one PR per rule):

1. ember/template-link-href-attributes
2. ember/template-no-accesskey-attribute
3. ember/template-no-autofocus-attribute
4. ember/template-link-rel-noopener
5. ember/template-modifier-name-case

Per-PR requirements:

• PR title format: "Port rule from PR Port over all ember-template-lint rules that would be applicable for gjs/gts projects #2371" (use the rule name without the ember/ prefix, e.g. "template-link-href-attributes").
• PR description should reference Port over all ember-template-lint rules that would be applicable for gjs/gts projects #2371 and say it’s part of splitting it up.
• Include docs in docs/rules/.md.
• Include tests under the repo’s standard test locations for rules.
• Register the rule in the appropriate index/exports so it is usable.
• Ensure formatting/linting/tests pass.
• Ensure no unrelated changes leak in (no other rules, no strict config, no README bulk table updates beyond what’s necessary for the single rule).

Implementation approach guidance:

• Start from master and cherry-pick/minimize the relevant hunks from PR Port over all ember-template-lint rules that would be applicable for gjs/gts projects #2371’s changes.
• If the umbrella PR made central registry changes for many rules, replicate ONLY the lines required for the single rule.

Deliverable:

• Open 5 PRs against master in ember-cli/eslint-plugin-ember, one per rule listed above.
