DAOS-18512 build: Tag 2.6.4-aurora.p4

Tag 2.6.4-aurora.p4 as hotfix 4 on top of v2.6.4

Steps for the author:

CI made it through the build stages. Will skip remainder and let that be handled by the landing run and daily/weekly runs we will start.
