Claude (at least Opus 4.5) keeps making this tool call with just the file path, not a full URI with
file://as the input. The current handler errors in this case, due to vim.uri_to_fname throwing an error.This change only transforms the path through vim.uri_to_fname if it looks like an actual URI, otherwise leaves it as is.
Tested and now I get reliable tool calls from claude (and checked that a call with file:// still works too)
