Block broken services from smoke test generation

Description of changes:
The smoke test generation issue happens where --client_list would fail but --all would succeed. The problem was that the Gradle build script processes ALL service models regardless of the filter parameter, and three services (elastic-inference, nimble, rtbfabric) have broken Smithy models that cause build failures. When using --all, the build continues despite these failures
