Bump cipher dependency to v0.5

Note: cfb-mode and cfb8 have been removed from the workspace and pinned to cipher v0.5.0-rc.8 as they need breaking changes made.

Perhaps I can pull cfb-mode/cfb8 out of the main workspace and allow them to continue to use an older version of cipher for now...

This is used in a lot of the consumers (tss-esapi / rpgp / ...). Because cfb will pull cipher, you can't really use an old version (and continue to compose with the rest of the ecosystem).

For now we need a PR which replaces the trait impl with inherent methods.

I removed cfb8 and cfb-mode from the workspace for now in 59a2b0f so the other crates can be upgraded, at least
