Configure changelog sections so release PR creation/changelog entries include chore, docs, and refactor commits in addition to existing user-facing types. Keep style, test, build, and ci hidden to avoid internal-only release noise.

Unfortunately, I'm reading that any configuration change seems to replace existing behavior rather than amend it. I've sourced the defaults from the release-please repo to make sure we can't change too many behaviors:
