Allow switching time format on the status page

The status page currently hardcodes times into a 24 hour format, which doesn't work for everyone. It would be great if we could make that configurable. The status page could have some (unobtrusive) checkbox that will store which time format (12h/24h) should be shown, using local storage, and switch all times on the page according to the chosen format.

It's not even about liking per-se, there are just countries who use 12h format and don't know how to interpret 24h. Before the new system, the page used to show 12h format, which sucked for me, and I always had to do a bunch of calculations in my head to understand when it stuff going to happen :l
