Show backfilled jobs in the request progress bar

If we have an in-progress request that backfills some data with parent jobs, its progress bar in the status page table now only includes the jobs of the request. If we're waiting for the backfilled parent jobs, it looks like the progress bar is full, but the request is not being finished. We should either ensure that the backfilled parent jobs are always executed first, or that we include the backfilled jobs in the progress bar.
