`build-setup.php` is Outdated and Needs to be Updated

I found build-setup.php while searching for apt-get in VSCode for #1840. After reading that page, I immediately knew that this is an outdated documentation page. I also didnt change its apt-get to apt on #1842 because that PR is focus on an issue for debian download instruction. I believe this page require a big update, not just a simple apt issue.

Here is what i found in that page:

• pre is defined within list element.
• pre is not using a proper modern code preview (.code-toolbar) like downloads.php does.
• PHP version is too old within the code block (php5) and PHP list (<=5.5).
• The link for Visual C++ DEPS and Visual C++ PHP SDK is broken.
• https://windows.php.net/downloads/ to host Visual C++ DEPS is no longer maintained since 2021.

For this issue, i probably wont be able to fix it, as this require internal discussion between the PHP organization to find a way to document how to build PHP, it has PHP internal link with https://windows.php.net, and im not familiar enough to use and develop a low level projects.
