Flatpak icons are not themed

When using an icon theme that has icons defined for some flatpak icons, they appear fine in the panel, fine in the menu, and everywhere else.

But, in the Software Manager, all flatpaks use their unthemed icons, no matter what.

These are the official icons from the flatpak repo. They can't and probably shouldn't be themed. Not a bug IMO.

People may want icons for all applications to be consistent with their icon themes, it may suck when all the applications are in a nice theme and then one shows up with an inconsistent icon sticking out like a sore thumb.

If they shouldn't be themed, then the panel and menu shouldn't respect icon themes, thus making all icon themes inconsistent and broken.
