Support "legacy" UI for non WASM supported browsers

The legacy UI could be used as an option it place of the WASM `file-explorer-ui`.

This would be useful for running explorer on browsers that does not support WASM.

When running the server, the option:

`--legacy-ui`

Could be passed to enable this legacy UI in place of the modern/feature rich WASM UI.
