Copilot not finding skills

Describe the bug

I have a code-review.md skill in my [repo-root]/.github/skills/ directory, but copilot doesn't load the skill:

● No skills found.

  Skills are automatically discovered from:
    • ~/.copilot/skills/ (personal GitHub skills)
    • ~/.claude/skills/ (personal Claude skills)
    • [repo-root]/.github/skills/ (project skills)
    • [repo-root]/.claude/skills/ (project Claude skills)

Affected version

GitHub Copilot CLI 0.0.420.

Steps to reproduce the behavior

1.- Create a skill file at [repo-root]/.github/skills.
2.- Open copilot.
3.- Run /skills list.

Expected behavior

The new skill should be listed in the output.

Copilot CLI follows the Agent Skills open standard, which requires skills to be directories containing a SKILL.md entrypoint — flat .md files in the skills directory are not supported by the spec.

So instead of:

.github/skills/code-review.md

The expected structure is:

.github/skills/code-review/SKILL.md

Moving your file into a subdirectory like that should get it discovered. Let us know if you hit any other issues!
