Record max memory used by the Python process

Just as we're recording population dataframe size- some of the modules store supplementary data within the module itself. It's not necessary to know what, specifically, but I think max memory usage of the the python process is useful to record to aid with provisioning the right VM, covering situation when population dataframe grows (and copies itself) etc.
