[Bug]: New nodes take a long time to become ready 3+ minutes

• I have already searched this project's issues to determine if a bug report has already been made.

What happened?

In result of recent changes and more images automatically being added to the pre-pull list, new nodes are now taking longer than 3 minutes to become ready. Depending on how large the pre-pull list are, I'm seeing nodes that take longer than 5 minutes to become ready.

Steps to Reproduce

1. create a cluster where 30+ images are added to the pinned-images configmap
2. trigger a new node and monitor the duration to become ready
