Auto XML discovery paths use executable path, not plugin install path

Behavior: Looks for WelcomeData.xml in  `/opt/ptgf/shared/openspeedshop/gui/` when it was installed in another path (along with it's associated plugin).
Expected: Looks for XML data file in install path of _plugin_, instead of executable.
