Implement Multi-Agent example environments

It is an understatement to say this is key to testing our MARL framework implementations.

Additionally, there are three types of environments that need to be integrated into the repo: Cooperative, Competitive, and Mixed Task settings.

It would be optimal if we had 3 separate environments (though only one or two environments could be made with the option to enable other MARL framework training/execution paradigms).

Had started developing multi-agent game test environments, however considering the focus is on HPC systems, the environments we choose to implement will pertain to system processes like resource allocation, network management, etc.
