This Issue has been used to test the following:

1. Auto-apply the TRIAGE
2. Remove TRIAGE label and add any other label - TRIAGE label is not re-added
3. Close with other labels added and re-opened - TRIAGE label is not re-added
4. Remove all labels, close and re-open - TRIAGE label is added.

Unable to test application of issue types as this repo is not an organization.
